This does not answer my question. This requires the computer be online. The phone option is only if you have register it already on another computer and then have to re-install on another computer but both have to have internet access. The computer I have installed Office 2016 is NOT connect to anything. I downloaded it using a different computer.

How do I activate Office 2016 OFFLINE? Or, it is not possible to register OFFLINE?

I'm not sure if you have already resolved this, but if not, I found a solution to this problem today. To get the 'Activate over the phone' dialog that I was familiar with from previous versions of Office, you have to run one of the office apps with elevated privileges. In other words, right click on the icon and chose 'run as administrator', then click on the yes button. After doing this, you get the dialog which prompts you to activate over the phone and gives you a long installation ID to type in. Hope that helps.

I have 2016 home and student and I have been trying like made to get this to work correctly. Everyone from India says that it will not work without the internet. I registered the product to my office account and then attempted to find a way to 'activate over the phone' I installed the office to the computer that does not have connection, then put in my registration code, but this attempt still lead me to the activate online.
